Labour MP asks for full publication of his permit application document Labour MP and spokesperson for planning Roderick Galdes has asked MEPA and environment minister Mario De Marco to publish all documents related to a planning permit for his constituency office, the case of which was the subject of an investigation by the MEPA audit officer. Galdes is a MEPA employee as well as Labour's representative on the MEPA board, the highest decision-making body of the authority. According to the MEPA report, the development permit to Galdes's constituency office in Qormi was issued "contrary to published policies" and therefore shouldn't have been approved. The PN's communication office this morning insisted that this was a serious matter and Galdes failed his responsibilities both as the PL's spokesman for planning and as a MEPA board member. In a statement, Galdes said he had written to MEPA chairman Austin Walker and Mario de Marco to have the documents related to the permit of the application PA 5348/08, which was granted in 2009, published. "I have no problems as a public officer and as a politician to be submitted to public scrutiny once these unfounded and defamatory allegations against me and my family are being made," Galdes said. Galdes insisted that the permit had been issued normally, and that the case officer's report on the application had only listed one reason for the original recommendation to refuse. "The recommendation to refuse was contested by the applicant's architect and accepted by the Development Control Commission's board. The decision was based on two sittings the DCC held, which delivered a unanimous vote in favour. This is the process every citizen and every application passes through inside MEPA," Galdes said. Galdes said that after MEPA gave its approval, a neighbour complained to the MEPA auditor. "The auditor quoted a policy that concerns applications for small offices. The office I applied for is not commercial and has separate access to the building the office is in. MEPA has replied to the auditor's report." Galdes denied having any conflict of interest in his role as a MEPA board member and Labour MP on planning. "I am not the member of any DCC board that is appointed by government. I availed myself of all the normal procedures that are available to all private citizens." The Nationalist Party is expecting Labour leader Joseph Muscat to take action against Galdes after The Times reported a MEPA audit report had revealed that a development permit given to Galdes should have never been granted. According to the MEPA report, the development permit to Galdes's constituency office in Qormi was issued "contrary to published policies" and therefore shouldn't have been approved. "He failed to declare his conflict of interest as a member of the board and, knowing well it constituted a conflict of interest, the permit application was filed in his wife's name," the PN said.
